Southern Construction Framework
The Southern Construction Framework (SCF) is a four-year, £3.9 billion framework providing support and an effective construction procurement route for local authorities and other public organisations across the south of England.
A collaboration between Devon and Hampshire County Councils, the framework was the first of its kind when launched and now boasts a track record of success going back more than a decade.
It can be used by a wide range of public sector bodies including local authorities, health, education, emergency services and charities across London, the South East and South West; and covers major new build, extension and refurbishment projects of £1 million and upwards.
Midas was appointed in 2015 to two of the three SCF lots covering work greater than £1 million in the South West and projects over £4 million in the South East.
Public sector customers benefit from a proven framework providing access to a pool of 11 of the best contractors who bring with them a wealth of experience - and a commitment to using this to drive continuous improvement.

Making the most of using the framework
A number of key activities identified by the SCF help maximise the benefits of the framework:
Project inception - Early commitment by the contracting authority to the creation of an integrated project team including consultants, contractor and supply chain.
Roles and responsibilities - Identify key roles, scope of works and a timed programme of actions and outputs throughout the pre-construction phase of the project.
Embedding collaboration – Plan for agreed activities and the development of an open, collaborative culture to build mutual trust and confidence within the project team.
Pre-construction Timetable – Secure project team commitment to binding deadlines for all pre-construction activities including design, costing, risk management and programming.
Costs – Adopt an open book approach to costs; with agreed fees, profit and overheads for consultant team and contractors.
Added value locally – Set out opportunities and requirements for delivering local benefits including skills and supply chain.
Midas is proud to have been appointed to 24 projects procured via the SCF with a total value of more than £115 million to date.
High profile schemes include:
A much-needed new facility offering support and educational opportunities to vulnerable young people in Somerset. Midas Construction has handed over the new 12-classroom Pupil Referral Unit, at the Mendip Centre site in Beckery New Road, on the western edge of Glastonbury, to client Somerset County Council.
