The building is a three storey traditional build of a steel frame. The public areas are finished with oak skirtings and architraves while photovoltaic panels on the roof supply some electricity to offset the mains supply.
The ground floor is a public library together with an Information Centre, IT room, staff rooms and a Coffee Shop. The public toilets are on the first floor with meeting rooms, kitchen, bar and a large hall with tiered seating for 200 people. The central atrium has roof lights giving natural light to the second floor rooms (start up business units) as well as the first floor corridor.
The two plant rooms provide heating, ventilation and hot water separately metered for each of the three end users.
The external areas are laid with block paviours, giving parking spaces and bollards with electrical supplies for outside market stalls.
